Overall, I don't have much to say but I really enjoyed reading what you have so far and I found it very interesting.
One suggestion I have is to maybe tie in McCoy a little more so that it's clear to the reader that every section is tied to your argument. But maybe with more writing it'll become clearer to the reader how everything so far is relevant.
Hi Helen, I really liked your five pages! I thought they were very well written, and the narrative flowed really well. As I recall you were thinking of doing English police, then Russian police, then McCoy analysis? You've got that first part really well flushed out and I'm sure you'll be fine on the section on Russian police, so then I guess you'll have to see if you like that format for your rough draft or if you want to have more mixing between the police system sections and the primary source analysis.. but I like this part the way it is.
